Russian President Vladimir Putin signed a law regulating volunteer activity in the country. The corresponding document was published on Monday on the Internet portal of legal information.
The law establishes legal status of volunteerism and forms a unified approach to regulating relations in this area. The document also provides for interaction in relations that arises between volunteers and the organizers of their activities, beneficiaries and the authorities.
In addition, the status of volunteers, volunteer organizations and organizers of volunteer activities is determined.
The law also regulates the rights and obligations of volunteers and legal basis of their activities. For example, it is envisaged that the volunteer has the right to carry out his / her activities both individually and under the leadership of the organizer as well as being a part of a voluntary organization.
The organizers of volunteer activities are non-profit organizations and individuals that attract volunteers and provide guidance to their activities. The right to volunteer has also been granted to state and municipal bodies.
The law allows conclusion of a civil contract between the volunteer and the beneficiary or organizer of volunteer activities. The terms of the contract may, among other things, provide for compensation related to execution of volunteer expenses for meals, the purchase of clothing, travel, payment of insurance premiums for voluntary health insurance.
The law comes into force on 1 may. The document was adopted by the State Duma on January 26 and approved by the Federation Council on January 31.
